Retirement of Mr. James F. Carrig
On May 15, 2000 Commissioner Donald R. Meyer and Chief Deputy Commissioner Jan Lynn Owen announced to the staff that Mr. James F. Carrig, General Counsel is retiring from the Department of Financial Institutions effective July 1, 2000. This announcement was received with mixed emotions. We are both optimistic about what the future holds for Jim and apprehensive about not having him around.
For 34 years Jim has served as Chief Counsel to Superintendents of Banks and as General Counsel to Commissioners of Financial Institutions of the State of California. Jim has performed his duties with tireless effort and dedication. He has been an inspiration to several generations of attorneys who have learned their trade through his guidance and leadership.
Jim has provided invaluable counsel in the interpretation and drafting of the laws relating to financial institutions and in protecting the financial interests of all Californians.
Jim has drafted and has guided the legal staff of the Department in drafting laws that have shaped state regulation of financial institutions in the modern era. This includes but of course is not limited to, laws regulating the offer and sale of securities by banks, acquisitions of control of banks, the laws regulating sales of payment instruments, operations of foreign banks, and operations in California of banks from other states, as well as the law that created the Department of Financial Institutions and consolidated under its jurisdiction the regulation of all depository institutions chartered by the State of California.
Jim’s wise counsel and thoughtfulness will be missed as much as it is currently appreciated. Please join the Commissioner, Chief Deputy Commissioner and staff of the Department in wishing Jim continued good health, happiness and success.

Representative Offices of Foreign (Other Nation) Banks
The annual representative license fee for fiscal year 2000/2001 is due on or before July 1, 2000. The fee, as outlined in Section 1702(i) of the California Financial Code, is $250.00 for each California representative office of a foreign (other nation) bank doing business as of June 1, 2000. Those foreign (other nation) banks which also maintain agency or branch offices in California are not subject to this fee.
Branch Offices of Foreign (Other State) State Banks
The annual fee for fiscal year 2000/2001 is due on or before July 1, 2000. The fee, as outlined in Section 3804(d) of the California Financial Code, is $1,000.00 per California branch office; provided, however that the minimum fee shall not be less than $3,000.00 and the maximum fee shall not be more than $50,000.00.
Facilities of Foreign (Other State) Banks
The annual fee for fiscal year 2000/2001 is due on or before July 1, 2000. The fee, as outlined in Section 3804(e) of the California Financial Code, is $250.00 for each facility doing business as of June 1, 2000. Those foreign (other state) banks which also maintain branch offices in California are not subject to this fee.
Transmitters of Money Abroad
The annual fees for fiscal year 2000/2001 are due on or before July 1, 2000. The fees, as outlined in Section 1801(a) of the California Financial Code, are: $2,500.00 for each transmitter of money abroad license; $125.00 for each licensee branch office; $25.00 for each agent headquarters office, and $25.00 for each agent branch office.
Business and Industrial Development Corporation (BIDCO)
The annual license fee for fiscal year 2000/2001 is due on or before July 1, 2000. The fee, as outlined in Section 31115(a)(6), is $2,000.00 for each BIDCO doing business as of June 1, 2000.
