Information on DFPI’s Franchise and Securities filing system – FRANSES

What is FRANSES (Franchise and Securities Electronic Submissions)?
The DFPI FRANSES system is the Franchise and Securities Electronic Submission portal. It serves as an online platform for the submission of franchise and securities filings. FRANSES replaced DocQnet as the filing system for submitting securities and franchise applications, notices, and paying filing fees.
Filers may submit, manage, and track their filings to comply with California law. Filings include:
- Securities exemption notices, securities applications, and other securities filings, such as advertisements and annual reports.
- Franchise exemption notices, franchise applications, and other franchise filings, including notices of negotiated sales and advertisements.
Note: While FRANSES replaced DocQnet as the system for franchise and securities filings, other DFPI licensing and consumer services still use the DocQnet self-service portal.

What information is available on FRANSES?
Registered users may:
- View the organization information
- Manage and update the organization information
- Request to be an Authorized Representative for an organization and assign Delegated Users
- Maintain your email and account information
- Request to change the organization name
- Access submitted and unsubmitted filings
- Add comments or attachments as required to filings
- View orders and notice filing forms
When will my FRANSES account be approved?
The user’s FRANSES account will be accessible immediately after the user successfully validates his or her identity and sets up a password. Please check your Spam or Junk folder if you do not receive an email after signing up for your account.
Where can I search for my submitted filings?
Filers may view their submitted filings in the “My Filings” page of their account in FRANSES. Filings can be saved as drafts and completed later. Unsubmitted filings appear as “Unsubmitted Notices” or “Unsubmitted Applications” depending on the filing type.
When do I pay for my filing?
Payment amount is calculated after entering the filing details. If you make any updates to the filing information, you can select “Calculate Payment” again to recalculate the amount owed. Once the filing details have been finalized, you may select “Make Payment.” Filers can pay the amount due using a Credit Card or ACH. Filings are submitted once the payment is approved.
FRANSES only accepts Discover, Visa, or MasterCard. Please do not auto-populate the fields when entering payment information.
Where can the public search for Franchise and Securities filings?
Prior to the launch of FRANSES, securities and franchise applications or exemption notices filed by an issuer or a franchisor with the Department were searchable on DocQnet.
You may now search for these filings directly on the Department’s website.
Search Tips: Use quotations (“”) when searching for the exact name of a business or person. Filtering options can be helpful in narrowing down results.
What is the difference between an Authorized Representative, Delegated User, and Basic User?
An Authorized Representative has the highest access and can submit all filings, update organization information, and manage Delegated Users. Delegated Users can submit most filings but cannot update the organization information directly. A Basic User can submit certain filings and requests, review filings in “My Filings,” and request to create or represent organizations.
