Career Executive Assignment (CEA):

  • DEPUTY COMMISSIONER, DIGITAL FINANCIAL ASSETS LAW DIVISION
  • This executive is responsible for the Digital Financial Assets Law (DFAL) Division of the Department of Financial Protection and Innovation (DFPI). The DFAL Division is dedicated to implementing AB 39 and SB 401, collectively known as the Digital Financial Assets Law. This Division oversees regulatory compliance over digital financial assets (also known as cryptocurrency or crypto assets), provides consumer and investor protection, and fosters innovation in the digital financial assets sector. Key functions include reviewing, approving, and declining DFAL license applications, supervising existing DFAL licensees, working with the DFPI Legal Division on developing and enforcing regulations, and conducting research on emerging trends. The Deputy Commissioner (DC) is responsible for the formulation, operation, and evaluation of program policies for the DFPI.  This includes planning, organizing, directing, coordinating, and reviewing professional program staff working on the implementation of the DFAL.

Veterans' Preference

Veterans' Preference can be applied to a veteran's eligibility for qualifying open and non-promotional examinations.

To determine if the exam being administered qualifies for Veterans' Preference, please review the examination bulletin. Veterans' Preference will be awarded as follows:

Any veteran, widow or widower of a veteran, or spouse of a 100 percent disabled veteran, who achieves a passing score in an entrance examination, shall be ranked in the top rank of the resulting eligibility list. Any veteran who has been dishonorably discharged or released is not eligible for Veterans' Preference.

An entrance examination is defined, under the law, as any open competitive examination.

Veterans' Preference is not granted once a person achieves permanent civil service status.

Public Service Loan Forgiveness

The U.S. Department of Education Public Service Loan Forgiveness (PSLF) Program forgives the remaining balance on eligible federal student loans after 120 qualifying monthly payments are made under a qualifying repayment plan while working full-time for the State of California.
