About
The Department of Financial Protection and Innovation (DFPI) provides protection to consumers and services to businesses engaged in financial transactions. The Department regulates a variety of financial services, products and professionals. The Department oversees the operations of state-licensed financial institutions, including banks, credit unions, money transmitters, issuers of payment instruments and travelers checks, and premium finance companies. Additionally, the Department licenses and regulates a variety of financial businesses, including securities brokers and dealers, investment advisers, deferred deposit (commonly known as payday loans) and certain fiduciaries and lenders. The Department of Financial Protection and Innovation Divisions
- Executive Office – The Executive Office includes several support units:

- Administration Division – This division provides DFPI with administrative support services, including accounting, budgets, contract management, facilities management, human resources, and purchasing.
- Office of Public Affairs – Offers strategic messaging, media relations, and digital communications support. Working to reach all Californians, the public affairs team helps draft and edit external communications, including consumer alerts, emergency proclamations, website content, social media campaigns, presentations, media releases, educational resources, and more. The team helps coordinate events, statewide communications campaigns and works with internal and external stakeholders to help tell the story of the department’s work and our impact as a national model for consumer protection and financial regulation.
- Consumer Services Division – The DFPI Consumer Services Division facilitates communication between consumers and the various financial institutions, companies and products that DFPI regulates to assist in the dispute resolution process. Visit Frequently Asked Questions for more information.
- Division of Consumer Financial Protection – This division is responsible for supervising and regulating financial activities not previously overseen by the department. These include debt collection, debt relief, private post-secondary education finance, and newly emerging financial products or services.
- Division of Corporations and Financial Institutions –
- Banking Program – The Banking Program licenses and regulates trust companies and commercial, industrial, and foreign (other nation and other state) banks.
- Broker-Dealer/Investment Adviser Program – This program licenses and regulates broker-dealers, broker-dealer agents, investment advisers, investment adviser representatives, exempt reporting advisers, capital access companies, and SEC investment adviser notice-filers.
- Credit Union Program – The Credit Union Program licenses and regulates state-chartered credit unions.
- Financial Services Office – The Financial Services Office is responsible for the licensure and regulation of payday lenders, finance lenders and brokers, escrow companies and check sellers, bill payers and proraters.
- Money Transmitter Program – The Money Transmitter Program licenses and regulates money transmitters, issuers of payment instruments (money orders), traveler’s checks, and stored value cards.
- Escrow & Mortgage Lending Office – This office is responsible for the licensure and regulation of escrow agents, residential mortgage lenders and servicers, and mortgage loan originators.
- Enforcement Division – The Enforcement Division, on behalf of the Commissioner of the Department of Financial Protection and Innovation, enforces the laws administered by the DFPI.
- Information Technology Services Division – The Information Technology Services Division is responsible for IT support, including software/hardware acquisition, network and user services, and the development and support of applications.
- Legal Division – This division serves as in-house legal counsel for all of the department’s programs and also regulates the offer and sale of securities and franchises.
- Legislation Division – The Legislation Division monitors and tracks bills related to the DFPI and provides guidance on legislative issues.
