As of October 22, 2024, the procedures for filing a claim for unpaid transactions with Sigue Corporation have changed.
Updated instructions for filing a claim for outstanding money order or money transmission transactions are listed below.
On Friday, March 22, 2024, the California Department of Financial Protection and Innovation (DFPI) ordered Sigue Corporation (Sigue) to stop its money transmission in California and cooperate with consumers seeking refunds from Sigue.

What Consumers Need to Know
California law (Financial Code Section 2037) requires all licensed money transmitters to cover potential claims against them by California consumers who have transactions that are unfulfilled. This allows senders to receive a refund for any unpaid transactions should the money transmitter fail to comply with the law.
Consumers with receipts for unpaid transactions may be eligible to recover their funds and are encouraged to submit a claim. The steps are outlined in detail below.

Please read these instructions carefully. The process you will follow depends on whether you have an outstanding Money Order (a paper form of payment that can be cashed by a bank or retailer) or a Money Transmission (electronic money transfer).
Money Order – How to File a Claim with Liberty Mutual Surety
To file a claim for an outstanding Money Order, follow these instructions to file a claim with Liberty Mutual Surety:
Submit Claim Online (Recommended)
- Visit claims-intake.libertymutualsurety.com
- Scroll to the third option on the page, titled “Commercial Surety,” and click “File Commercial Bond Claim”
- Fill out the Claim Form. When prompted, use Bond Number 017-164-233. Once all fields are completed, press “Submit” at the bottom of the page to submit the claim.
- You will receive a confirmation letter from Liberty Mutual, along with a Proof of Claim Form within 10 business days.
- Complete the Proof of Claim Form and return it to Liberty Mutual for review, along with any supporting documents, such as a photo of the money order or the money order stub.
- Liberty Mutual will communicate with you in approximately two weeks from receipt of your claim form with further details about payment of your claim.

To file a claim for an outstanding Money Transmission, follow these instructions to file a claim with Hartford Fire Insurance Company:
- Complete the Claim Form and submit it to Hartford Fire Insurance Company by email or mail.

- Hartford will communicate with you within 15 days of receipt of your claim form.
